Founded in 2019, The Clean Slate Initiative (CSI) is a national bipartisan organization advancing policies to automate and expand eligibility for record clearance. One in three Americans lives with a past arrest or conviction record that limits their ability to find work, continue their education, obtain a professional license, or fully participate in family and civic life.
The Clean Slate Initiative’s vision is that people will no longer be defined by their records and will have the opportunity to contribute to their community, have a fair opportunity to work, get an education, and achieve their full potential. The Clean Slate Initiative passes and implements laws that automatically clear eligible records for people who have completed their sentence and remained crime-free and expands who is eligible for clearance. To date, twelve states and Washington, D.C. have passed Clean Slate laws, impacting more than 15 million people. The Clean State Initiative works with bipartisan leaders and organizations and offers our expertise on what works: intelligent policy design, an eye toward implementation, and campaign strategies that center lived experience. About the Opportunity:
The Clean Slate Initiative seeks a mission-aligned, operationally savvy, and people-centered People Operations Manager to join the growing Talent & Culture team. This is a critical generalist role that combines hands-on HR operations with culture stewardship, reporting directly to the Director of Talent & Culture (DTC).
This role is ideal for someone who:
- Has 5+ years of HR experience, including at least 2 years of end-to-end talent acquisition in a mission-driven, equity-focused environment.
- Has worked as an HR generalist, meaning they've supported a wide range of HR functions (e.g., recruiting, benefits, compliance, employee engagement).
- Has hands-on experience with HR technology, such as HRIS (e.g., Insperity, PeopleSoft) and engagement platforms (e.g., CultureAmp).
- Thrives in fast-paced, collaborative, and remote-first teams.
- Demonstrates both strong systems-thinking and a genuine care for people.
The People Operations Manager ensures the employee lifecycle is smooth, inclusive, well-documented, and legally compliant—contributing directly to CSI's goal of being a workplace where staff feel seen, heard, respected, and supported.
You will lead or support functions including but not limited to:
- Full-cycle recruitment and onboarding
- HR operations and compliance oversight
- Data tracking and people analytics
- Employee recognition and culture-building
- Coordination with external HR partners (e.g., PEO)
You are not expected to "know everything,” but you are expected to take ownership of projects, demonstrate judgment, and proactively communicate status updates, risks, and resource needs.
Responsibilities & Day-to-Day Expectations:
Talent Acquisition and Onboarding – 30%
You will lead the full hiring process, from role scoping through offer coordination, and manage onboarding through an equity and experience lens in close partnership with the DTC.
- Collaborate with hiring managers and the DTC to draft job descriptions that are consistent with CSI's values and inclusive hiring standards.
- Conduct initial screenings, applicant communications and maintain candidate tracking via CSI's ATS (currently integrated through CSI's PEO).
- Schedule interviews, create project workflows with internal teams and as applicable, external partners, using Asana, Slack, Zoom and Google Workspace.
- Lead a structured onboarding experience: 30-60-90 day plans, intro calls, tech setup, and culture onboarding.
- Manage recruiting-related tasks and collaborate cross-functionally to track recruitment-related expenditures.
- Serve as the onboarding project manager, coordinating logistics, new hire orientations, and progress tracking across departments.
- Ensure new employees feel welcomed, prepared, and connected during their transition to CSI.
HR Operations and Compliance – 30%
You will manage employee records, benefits coordination, policy implementation, and overall internal HR functionality.
- Serve as the HR support person for leading HR-related communications regarding benefit reminders from Insperity, timesheet tracking and employee recognition.
- Collaborate with Insperity on I-9 verification, reference checks, state-specific compliance needs, and annual audits.
- Ensure accurate HRIS data entry (e.g., job titles, compensation, manager relationships, hire dates).
- Schedule trainings and maintain tracking systems for mandatory trainings, handbook acknowledgments, and internal policy updates.
- Review and refine internal workflows, recommending improvements to the DTC on a quarterly basis.
People Analytics and Culture Stewardship – 40%
You will help CSI be data-informed and values-driven in how we care for and engage our staff.
- Analyze HR-related data; synthesize trends for leadership.
- Lead employee recognition programs, which may include birthdays, anniversaries and milestone tracking, etc.
- Serve as co-chair of CSI's "Fun Brigade,” planning inclusive events, team-building activities, and light-hearted culture moments.
- Partner with the DTC to deliver people analytics
Provide operational continuity in the DTC's absence serving as a key liaison to the COO on talent-related matters.
Required Qualifications:
We are looking for candidates who meet or exceed the following qualifications:
- 5+ years of HR experience, including demonstrated experience in both recruitment and generalist functions.
- Strong working knowledge of HRIS systems, compliance frameworks, and recruitment tools (experience working with a PEO like Insperity and engagement platforms like CultureAmp preferred).
- Experience crafting job descriptions, managing recruiting pipelines, and supporting hiring managers.
- Confidence in managing employee data, tracking trends, and translating insights into recommendations.
- Clear, organized, and proactive communicator—especially in remote teams using Slack, Google Docs, and Zoom.
- High emotional intelligence, strong sense of discretion, and ability to manage sensitive information professionally.
- Comfortable working independently with guidance but not micromanagement.
- Commitment to anti-oppression, equity, and cultural humility in all HR practices.
Work Environment & Location Requirements:
- Remote-first position: This role can be based anywhere in the U.S.
- Must be authorized to work in the United States and currently reside in the U.S.
- Must be able to collaborate with a team across multiple time zones.
- Reliable internet connection and quiet workspace required; laptop and technology stipends provided.
- Must be located near a major airport, with ability to travel 10–15% of the year for team retreats, learning trips, and staff convenings.
Compensation and Benefits:
This position offers a robust compensation and benefits package:
- Annual Salary: $85,000–$92,000 (CSI's compensation philosophy centers fairness, transparency, and internal equity. We do not negotiate salary offers beyond the stated range.)
